Making Basic Education Free (18)
User fees are widely seen as one of the main obstacles to improving school enrolment rates in developing countries, especially among poor people. Yet the introduction of free basic education programmes has often failed to eliminate user fees. User fees persist (often informally) largely because of political factors. Realising free basic education requires the political empowerment of groups opposed to user fees, particularly parents of poor schoolchildren.
