Biography
Thesis title: Interactions between citizen and local government in Northern Uganda. Enhancing civic engagement after violent conflict.
In countries or regions that have experienced a period of conflict, it is a huge challenge to build inclusive democratic systems of governance. This research aims to contribute to knowledge on local level state-citizen relations by analysing the specific effects of violent conflict and displacement on the actors and institutions involved. A key proposition that will be interrogated is that experiences of violent events and displacement will lead to different ideas about what it means to be a citizen. People will develop different perceptions of the self as a citizen and as a member of the wider socio-political community. The experience of violent conflict and displacement will also affect local dynamics at the community level in terms of social fabric, collective organisation and socio-political processes. Consequently, citizens that have experienced conflict and displacement will engage in different ways with local authorities than citizens that do not have conflict-related experiences.
This PhD research is supported by the Dutch development agencies Hivos (www.hivos.nl) and ICCO (www.icco.nl)
