Contemporary Crises and New Opportunities

Will 2009 be viewed as a ‘turning point' in the historical evolution of the world economy? This year's Development Studies Association Conference ‘Contemporary Crises and New Opportunities' is exploring how the interdisciplinary nature of development studies can contribute to analysis and understanding of this potential crossroads. A number of IDS members will be participating, including Lawrence Haddad, IDS Director and current President of the DSA.
The conference, held from 2-4 September at the University of Ulster, is organised around three sets of crises and their implications for international development: climate change and energy; global economic crisis; clashing values and lifestyles. The latest issue of the IDS Bulletin ‘Policy Responses to the Global Financial Crisis', launched at the DSA conference, explores how the global financial crisis has impacted developing countries and asks how policy should respond.
‘Developing countries were almost totally absent from initial debates around the crisis,' said Neil McCulloch, co-editor of this IDS Bulletin. ‘It was suggested that the impact of the crisis might be limited on low-income countries since their banking systems are small and had no involvement with the sophisticated financial instruments that wreaked such havoc in the USA. However, during the spectacular crashes of stock markets and exchange rates in major emerging markets it became clear that this would be a global crisis with important spillover effects for all developing countries.'
‘To address the development dimensions of the current crisis, IDS undertook a set of rapid research projects between December 2008 and April 2009 exploring specific channels through which the crisis is affecting developing countries and the characteristics of potential policy responses. This IDS Bulletin presents the results of these research projects - among the first to provide detailed field-based evidence on the impacts of the crisis.'
Neil McCulloch is interviewed about ‘Policy Responses to the Global Financial Crisis' in the September issue of The Big Question for Development, the monthly podcast from IDS which also features Ahmed Shide, Minister of Finance and Economic Development in Ethiopia and IDS alumni about the impact of the crisis in Ethiopia.
