European Development Co-operation to 2020


This is a multi-institutional study of the challenges for European development cooperation in the period up to 2020. It has three research elements: (i) new actors in international development; (ii) development policy, energy security and democracy; and (iii) development and climate change.

The Globalisation Team is involved in the first of these projects. Rapidly developing countries such as China, India and Brazil do not only gain economic influence but also emerge as new actors on the international development landscape. These 'new actors' follow a distinct agenda which often conflicts with the OECD/DAC agreements. What does this imply for the EU's development cooperation programme? How should it engage with the new development actors, and what challenges does the practice of these new actors pose for Europe's conceptions of how aid and development are to be handled?
