Primary schooling is cheap and it brings great benefits. Nevertheless, about 130 million children, roughly one quarter of the primary age-group in developing countries, do not attend school. This book examines the causes of underenrolment, and identifies the educational and economic policies needed in countries of both North and South, if schooling for all children is to be achieved.
