In this talk, former Chilean Minister of Economy Nicolás Grau shares first-hand insights from the design and implementation of industrial policies (2022–2026). It reflects on the institutional capacities, political constraints and governance innovations required to advance productive transformation in resource-rich, middle-income contexts.

This talk draws on first-hand experience from the design and implementation of industrial policies in Chile aimed at developing strategic economic sectors and lagging regions, including the National Lithium Strategy, the Sustainable Productive Development Program, and the Biobío Industrial Fostering Plan.
Building on these experiences, the talk reflects on key lessons regarding the institutional capacities, governance arrangements, and political conditions required to implement industrial policy effectively in resource-rich and middle-income contexts.
It concludes with broader reflections on future directions for policy and research, particularly on the role of the state in supporting productive transformation.
