Research Officer

Celeste is a Research Officer with the International Centre for Taxation and Development (ICTD).

Celeste Scarpini recently completed her post-graduate studies at the University of Sussex, where she pursued a MSc in Development Economics. She previously earned a Bachelor’s in Economic Development and International Cooperation, studying between the University of Florence and the University of Reading. During her studies, she devoted herself to the understanding of broad development challenges like poverty and inequality, and of policies to abate them. Her research interests are labour market policies, taxation, and instruments of social insurance, social assistance, and financial inclusion in developing countries. Before joining IDS, she worked as a Research Assistant for the Department of Economics at the University of Sussex and as Economic Research Intern at UNDP’s Regional Bureau for Africa (RBA).
As Research Officer in the DIGITAX programme and the tax administration and compliance programme in the International Centre for Tax and Development, the focus of her research is the improvement of tax administration and tax collection. The research on this area encompasses many aspects of tax administration: technology adoption, data management and strategies for revenue collection from different types of taxpayers.
