Matthew’s research focuses on the links between tax and state-building in South Sudan and is supported by the International Centre on Tax and Development (ICTD). His past work has examined service delivery in weak and fragile states with a focus on the Horn of Africa. He has worked in the Republic of Sudan, South Sudan, and Uganda. He previously received degrees from the Institute of Development Studies and Tufts University. Prior to arriving at IDS, Matthew conducted research for the World Bank, UNHCR and Oxfam America. He is currently tutoring the MA Governance Course, Public Management and Organisational Development.
