William Lockwood Benet studied the financing of national technology strategies, including public-private risk sharing in Singapore, Ireland and South Korea at IDS.

Subsequently he studied public finance, infrastructure capital investment, macroprudential policy sponsored by the Financial Stability Board after the global financial crisis, taxation of multinationals and intangibles, as well as applied biosciences, personalized medicine and biopharma regulatory affairs.

William serves on the Advisory Committee of the U.S. National Science Foundation for the main US federal government non-dilutive competitive grant support program for new technology ventures. He started working in development banking, new ventures and technology programs when he was 21 and has spent a third of his career in public service.
