The Tax Policy Department of the Ministry of Finance (MoF) of Vietnam is planning to implement a new law on environmental taxes in 2012 with technical assistance and support from the German government (GTZ).
The draft law envisages inter alia new taxes on the use of fossil fuels. This project provides an economic and environmental general equilibrium impact assessment of the draft law and includes an estimation of potential greenhouse gas emission reductions compared to a dynamic baseline. The study is carried out during two missions to Hanoi in close collaboration with MoF staff.
