Impact Evaluation of Swedfund’s Poverty Impact

This project addresses the following question: Have the investments undertaken by Swedfund contributed to poverty reduction and, if so, to what extent and how?

We propose to use a theory-based-evaluation (TBE) to address these questions. Before elaborating on the theory of change to be tested, we will first define a few key terms and concepts. Most importantly in the context of this evaluation is our understanding of ‘poverty’. On this we propose to employ a range of both objective and subjective indicators. For objective indicators we are primarily interested in: employment and income; the availability of goods and services; and human development indictors such as health and education. For subjective indicators we refer to different stakeholders’ perceptions of poverty, culminating in subjective well-being. In relation to the question posed above, objective measures will be helpful in helping us to define what has happened as a result of Swedfund’s investments, while more subjective measures will shine a light on how these impacts have occurred.
