National Programme of Action (NPA) Review

IDS were commissioned by UNICEF to carry out a review of 17 National Plan of Actions and supporting documents agreed to identify to what extent and in what forms social protection themes and issues are apparent. The purpose was to analyse the way that issues of social protection were incorporated into these plans and to highlight areas within the plans where social protection activity could be needed to achieve stated outcomes.

A National Plan of Action (NPA) for Orphans and Vulnerable Children (OVC) is a government strategy document detailing a set of key objectives and the corresponding activities to address the national OVC situation. In general, NPAs share a common format, drawing their key objectives from the 2001 UN Declaration of Commitment on HIV/AIDS, generated at the UN General Assembly Special Session on HIV/AIDS.

While many of the NPAs included a wide range of social protection activities, explicit reference to the term ‘social protection’ was only made in four of the NPAs (Malawi, Uganda,Tanzania, Rwanda).

This project produced a paper providing a critical analysis of the social protection approach that is taken within the NPAs and some forward thinking on how these plans may be improved with respect to social protection.
