Strengthening Climate Resilience has created the Climate Smart Disaster Risk Management Approach (CSDRM) for disaster risk managers, policy-makers and researchers. The CSDRM approach incorporates climate change resilience into the way we plan for, and respond to, natural disasters impacting vulnerable communities.
Who we are
It is co-ordinated by the Institute of Development Studies (IDS), Plan International and Christian Aid. We also work with a variety of organisations across ten countries (Kenya, Tanzania and Sudan in East Africa; Nepal, India, Bangladesh and Sri Lanka in South Asia and Philippines, Indonesia and Cambodia in South East Asia).
What is the climate smart disaster risk management approach?
SCR has developed a ‘climate smart’ disaster risk management approach (CSDRM). It’s a practical, innovative set of questions and guidelines aimed at disaster risk managers. The CSDRM approach has three pillars of action:
- Tackle changing disaster risks and uncertainties
- Enhance adaptive capacity
- Address poverty & vulnerability and their structural causes
The climate smart approach integrates perspectives from a range of disciplines – including disaster risk management, climate change adaptation, sustainable livelihoods, political economy, technological innovation systems and ecology. It offers numerous ‘entry points’ for disaster risk managers, policymakers, researchers and those working on climate change adaptation.

Those working in research, policy and practice across the disasters, climate change and development agenda.
Where and how is SCR working?
Through dedicated Regional Coordinators in East Africa, South-East Asia and South Asia, and National Focal Points in each of our 10 focus countries, SCR is able to have the following geographical coverage
- East Africa: Kenya, Tanzania, Sudan
- South-East Asia: Cambodia, Indonesia, Philippines
- South Asia: Bangladesh, India, Nepal, Sri Lanka
The SCR programme is collaborating with existing and emerging national and regional networks, platforms, programmes, projects and other similar initiatives. However, the regional co-ordination, networking and advocacy activities are being coordinated in South-East Asia by Plan International, in South Asia and East Africa by Christian Aid.
