IDS led a field-based scoping study conducted in collaboration with the women’s resource centre Shirkat Gah and the Collective for Social Research Centre, both based in Pakistan.
The aim was to identify poor and vulnerable groups who have been excluded from the existing safety nets programmes and to identify transformatory approaches to social protection to address their poverty and vulnerability.
The study will also contribute to a governance agenda in which social protection is institutionalised in to development policy rather than remaining a residual area.
