Institutions, Relations and Outcomes: Framework and Tools for Gender-Aware Planning

This paper aims to develop an analytical framework and a set of tools which can help planners ensure that gender is systematically integrated into all aspects of their work. It begins with an overview of policy approaches and strategies by which gender advocates have sought to raise gender-related questions in the policy domain. It then goes on to develop a framework for analysing the gendered outcomes generated by the key institutions through which the development process occurs. The application of this framework is demonstrated using the Indian experience with credit interventions for the poor to illustrate key points.
