Monitoring Inclusion in Crises

This Briefing Note from the Knowledge, Evidence and Learning for Development (K4D) Programme responds to key challenges articulated by Foreign, Commonwealth & Development (FCDO) staff in monitoring how, and the extent to which, programming, policy and humanitarian interventions in crisis contexts support inclusion.

It provides an overview of how to monitor inclusion, focusing on ongoing monitoring during the implementation of interventions. However, there is some crossover with evaluation and learning processes, especially in complex crisis contexts.

The information provided is relevant to people working within and across a range of sectors that seek to address the diverse needs that emerge during crises, including social protection; climate resilience and food security; health; water, sanitation and hygiene (WASH); education; livelihoods; infrastructure and economic growth; mental health and psychosocial support; protection; and governance or peacebuilding initiatives.
