It is difficult to determine the actual impact of donor policies on the risks of violent conflict and on their potential for peace building. This requires an analysis of communities at risk of conflict as well as an exploration of the impact of external policies at local, national and regional levels. This case study seeks to undertake such an analysis through focusing on the impact of EU engagement in the Awash Valley in Ethiopia.
