Transforming Systems of Consumption and Production for Achieving the Sustainable Development Goals: Moving Beyond Efficiency

The United Nations formulated the sustainable development goals (SDGs) in 2015 as a comprehensive global policy framework for addressing the most pressing social and environmental challenges currently facing humanity. In this paper, we analyse SDG 12, which aims to “ensure sustainable consumption and production patterns.” Despite long-standing political recognition of this objective, and ample scientific evidence both on its importance and on the efficacy of various ways of promoting it, the SDGs do not provide clear goals or effective guidance on how to accomplish this urgently needed transformation.

Circular Economy and Power Relations in Global Value Chains: Tensions and Trade-Offs for Lower Income Countries

The concept of the circular economy has gained significant traction among businesses, policymakers and researchers in recent years. The transformation of the current linear economic system to a circular one offers many opportunities to advance sustainable natural resource use, create closed-loop supply chains and implement sustainable recycling management. Circular economy strategies could help lower-income countries ‘leapfrog’ to a more sustainable development pathway that avoids locking in resource-intensive economic practices of the dominant linear consumption and production system.

This report summarises in-depth reviews in five areas of the circular economy: the sharing economy; e-waste; agricultural waste; urban waste and industrial symbiosis. These reviews allow a deeper analysis than previous approaches based on case studies. The authors identify a range of development interventions that are proven and replicable in a variety of low- and middle-income contexts.

Cost-Benefit Assessment of Community-Based Recycling and Waste Management in Pakistan

Following their 2016 Virtuous Circle paper on the circular economy in developing countries, Tearfund and the Institute of Development Studies have examined existing approaches to waste management in developing countries, with a view to replicating best practice. This cost-benefit assessment evaluates the pilot of a community-based approach in Pakistan and assesses the feasibility of implementing the same approach in other (poorer) areas.
