A Tale of Two Cities: The Political Economy of Local Investment Climate in Solo and Manado, Indonesia

This paper examines the political economy of investment in the cities of Solo and Manado, Indonesia, showing that relationship-based, rather than rule-based cooperation between government leaders and local firms was the main driver of local investment. The authors suggest that impartial rule-based economic governance is not essential for investment but may be necessary for sustainable growth.
