Literature on effective health management and planning is commonly inaccessible to district health managers in developing countries. This bibliography aims to direct managers towards the most useful publications. A resources section listing useful contacts and addresses is included to this end. In addition to over 100 abstracts, the bibliography includes a comprehensive review article. This selects from the literature ideas, theories or ‘tools’ to facilitate managers’ efforts to improve the quality and effectiveness of health services in districts.
