Interim Evaluation of Communities First

A report into the achievements of Communities First and issues that have affected its progress.

The key elements of the evaluation have been:

  • at a programme level, to draw out lessons for managing a non-prescriptive programme
  • at a qualitative level, to undertake a process-based evaluation that looks at how the policy is being delivered and whether it is achieving its objectives whilst also recognising the need to establish baselines and devise a longer term evaluation framework
  • to set the evaluation of the programme and the achievements in the context of the lifetime of the programme.
