What is knowledge-intensive development? Can the Internet support it? Will this support make any difference to the lives of people in developing countries who are disadvantaged or marginalised? How can governments and other stakeholders ensure that their societies benefit from the new network technologies and services? This issue of Insights probes key implications of knowledge-intensive development and the Internet. The new information networks can help, but governments and other stakeholders must introduce new policies to dismantle barriers.
