What is the political status of civil society in democracies? Or rather, in the field of civil society theories, is there a specific political status for civil organizations in relation to democracy that can be specified separately from the context? The answer is yes, at least from the point of view of the most influential literatures in the field of civil society theories in the 1990s. Paradoxically, this understanding eventually enlivens depoliticized characterizations of civil society in order to eclipse their relations with political institutions and to hinder the reflection on politics itself in civil society. Thus, philosophical and sociological issues still await systematic treatment, despite the prominent position of the theme “civil society” in academic literatures and intervention in public policies. Little is known of the disputes over the construction of civil society actors, of the conflicts between these actors for the access to public resources, of the ambitions and divergences as to the form and scope of their impact on the State, as well as of the factors that underlie their capacity to act politics.
Qual é o estatuto político da sociedade civil nas democracias? Ou melhor: existe, no campo das teorias da sociedade civil, um estatuto político específico para as organizações civis em relação à democracia, passível de especificação independente do contexto? A resposta é sim, pelo menos do ponto de vista das literaturas mais influentes no campo das teorias da sociedade civil nos anos 1990. Paradoxalmente, essa compreensão acabou por animar caracterizações despolitizadas da sociedade civil no sentido de eclipsar suas relações com as instituições políticas e obstar a reflexão sobre a própria política na sociedade civil (civil society politics). Assim, filões de questões sociológica e politologicamente relevantes ainda aguardam tratamento sistemático, a despeito da posição de destaque do tema “sociedade civil” nas literaturas acadêmica e de intervenção em políticas públicas. Pouco sabemos das disputas pela construção dos atores da sociedade civil, dos conflitos entre esses atores pelo acesso a recursos públicos, das ambições e divergências quanto à forma e alcances de sua incidência sobre o Estado, bem como dos fatores que subjazem às suas capacidades de atuação política.
