Village Republics: Economic Conditions for Collective Action in South India

In South India, where rain is scarce and unreliable, some villages develop and finance joint institutions for cooperative management of shared resources for grazing and irrigation, but others do not. The author’s comparison of village economies reveals the conditions that make the difference, and demonstrates that privatisation and state regulation are not the only alternatives for conserving and effectively using common property resources in rural societies.
