It goes beyond the frequent preoccupation with monetary policy and measures of economic openness to examine a multi-faceted phenomenon involving all areas of social, political and economic life.

The three-year research programme, established in April 1998 and funded by the Ford Foundation, examined the interplay between civil society and governments in 22 different countries, spanning six international regions.
How can poor people fight corruption? Contemporary ‘good governance’ policies of development agencies stress the relationship between an open official information regime – particularly transparency in official development expenditure accounts – and government accountability.
This programme considered the conditions under which democratic institutions in developing and transitional economies are effective in resolving social conflict, broadening political participation, and delivering development.
