This is a call for papers for a special issue of the IDS Bulletin which will be looking at how accountability for addressing sexual harassment actually works on the ground. This call is open to scholars, practitioners, policy experts and activists, and we welcome contributions from around the world, and are particularly interested a focus in difficult, challenging contexts. This IDS Bulletin is being produced as part of the Action for Empowerment and Accountability (A4EA) programme.
Although some aspects of aid never seem to change, the author maintains that we are currently experiencing a significant turn in humanitarian aid. Whereas some changes are enabled by technological innovations, such as the use of digital payment systems or drones.
This event will take the launch of the special issue of Gender & Development, entitled Working on Gender Equality in Fragile Contexts, as a an opportunity to discuss (and debate) what a gendered lens onto fragility looks like.

Action for Empowerment and Accountability is an international research programme which explores how social and political action can contribute to empowerment and accountability in fragile, conflict, and violent settings, with a particular focus on Egypt, Mozambique, Myanmar, Nigeria and Pakistan.
