Join us for a facilitated policy panel to debate how to make the political case for investing in social protection in settings of crises at a time of aid rupture.

Wrestling with questions such as: How can existing investments in systems be maintained and adapted during crises? How can policy level agreement on the case for social protection be translated into political will and financing?
The last decade has seen significant investments in supporting social protection in protracted crisis settings. In countries such as Yemen and Somalia there have been efforts by aid agencies and donors to sustain pre-conflict social protection systems and to build new nationally owned systems. The World Bank has a growing $11.2 billion portfolio of social protection investments in settings of fragility and conflict and there is growing policy momentum around the idea that it is possible to support social protection systems even during conflicts when working directly with governments is difficult. However, these investments and policy momentum are under threat as aid budgets are cut.
This panel will debate how the political will within crisis affected governments, aid agencies and donor governments can be generated to avoid falling back from the forward strides that have been made in recent years.
