Paulo Costa (BA Law and Social Science, MA Governance and Development) has worked for the Brazilian Government and Parliament for more than 20 years as a policy analyst. He is currently a doctoral candidate and Teacher Assistant at IDS. He also tutors the Policy Analysis course at the University of Sussex Business School and is an Associate Fellow of the UK Higher Education Association.

He is interested in policy studies, especially the role of bureaucrats on policy implementation and policy dismantling. He has published articles about lobbying and interest groups in Brazil and Latin America. Paulo’s PhD, entitled ‘Bureaucrats and Pro-Poor Policy Endurance: The case of land registration in Brazil’, is supervised by Alex Shankland and Miguel Loureiro.
