Dependency and Graduation

This briefing paper critically examines two concepts that permeate contemporary policy debates about social protection – ‘dependency’ and ‘graduation’. Both issues are commonly raised by governments and donors that are skeptical about making firm, long-term commitments to social transfer programmes.
