Donor Schizophrenia and Aid Effectiveness: The Role of Global Funds

This paper examines donors as both funders and critics of global funds. Donors are instrumental in setting global fund policies, yet are some of their strongest critics. This paper considers the strengths and weaknesses of two quite different approaches to aid effectiveness — global funds and, the Paris Declaration and Accra Agenda for Action – and makes recommendations for how the two models can work together more effectively.
