The rapid rise of social protection up the development policy agenda has been startling: it can achieve bigger development objectives, such as economic growth and the MDGs. Its predecessor 'social safety nets' was disparaged and attacked during the 1990s, and was then reborn as 'social protection' at the turn of the millennium.
The purpose of this review is to assess how effective the involvement of United Nations agencies, collectively and individually, has been in the Poverty Reduction Strategy processes.
SPA is a research, advocacy and network building programme which aims to overcome barriers to the extension of social protection to poor and marginalized groups in Asia.

Social protection has been conceptualised in various ways since it emerged from the safety nets agenda of the 1980s and 1990s. Although the safety net function remains a key component of what social protection is and what it tries to do, opinion on social protection has progressed and continues to evolve.
