Based on fieldwork in Somali Region in 2005, this article argues that ‘living on the margins’ – excluded by and beyond the reach of the state, yet resisting incorporation – is the source of both pastoralist wealth and pastoralist vulnerability.

The healthcare system in Ethiopia is characterised by severe long-lasting financial and human resource shortages, a weak healthcare system infrastructure and decades without a strong national health policy. Hence, Ethiopia has one of the worst health outcomes in the world. Under-5 mortality and maternal mortality rates are very high - 166 per 1,000 live birth and 850 per 100,000, respectively.

This paper is concerned with the workings of voice among pastoralists in Ethiopia. It documents how diverse pastoralist men and women - young and old, rich and poor - call on one another and on representatives and officials in efforts to achieve cooperation and influence.
