Productive Safety Net Programme, Ethiopia

Since 2003, the Government of Ethiopia has been implementing a new Food Security Programme (FSP). In 2009, this programme was reviewed and reformulated. The complementary components of the FSP are:the Productive Safety Net Programme (PSNP), Household Asset Building Programme (HABP), Complementary Community Investments (CCI) and Resettlement. Together, these components of the FSP are designed to move households into food security.

The International Food Policy Research Institute has received a grant from the World Bank to evaluate two aspects of the FSP: the PSNP and the HABP.

IDS is a key partner in carrying out this work. Under this grant, we will:

  • Document progress in the implementation of the PSNP;
  • Document progress in the implementation of the HABP;
  • Assess trends in perceptions of the effectiveness and transparency of the PSNP and HABP among different groups of clients;
  • Measure the impact of the PSNP on the well-being of the chronically food insecure population;
  • Assess progress towards graduation from the PSNP among different groups of PSNP clients;
  • Measure the complementary roles played by the PSNP and HABP in achieving both positive and negative outcomes for the food insecure and the reasons behind this.

IDS will work with Dadimos Development Consultants, Addis Ababa, to carry out the qualitative work required for this evaluation.
