Disaster management has been dominated by top-down relief efforts whereby children are treated as passive victims. This paper challenges these assumptions by assessing the capacity of children to prevent disasters vis-à-vis their parents and examines how they are represented in disaster risk reduction (DRR) policy and decision-making spaces.
