Social transfer schemes are an increasingly important part of social protection, but the outcomes and impacts of these schemes vary greatly from one context to another and there is insufficient evidence on what works where, how and why. This evidence base must be upgraded to overturn perceptions of social protection as a ‘welfarist, handout approach’.
