It will examine Brazil’s evolving strategies, partnerships, and its impact on the global stage. The seminar will start by tracing the trajectory of Brazil’s development cooperation, outlining its main features, stages and modalities of engagement. It will then explore the pivotal role that addressing food insecurity and hunger has played within this trajectory, both domestically and internationally, through a range of diverse channels. The seminar will then offer a reflective examination of Brazil’s latest high-profile initiative, the Global Alliance Against Poverty and Hunger. This initiative serves as a focal point for discussion of Brazil’s global influence in a context of ineffective multilateralism, corporate capture and multistakeholderism.
Speakers
- Laís Kuss is a Visiting Fellow at IDS and a Doctoral Researcher at the Federal University of Pernambuco. She researches decision-making in Brazilian cooperation, with a focus on the relationships among national institutions and its consequences for agricultural projects. Her areas of interest are Brazilian Foreign Policy, Foreign Policy Analysis, International Cooperation for Development, South-South Cooperation and Teaching Methodologies.
- Melissa Pomeroy holds a PhD in Political Science from the Autonomous University of Barcelona and a BA in International Relations from São Paulo’s Pontifícia Universidade Católica (PUC-SP). Over 20 years’ experience in research and evaluation in international development co-operation and South-South Cooperation. In 2011, she co-founded a women led think-tank focused on South-South Cooperation (Articulação SUL). Currently, she also serves as civil society representative at the Brazilian National Council on Food Security and Nutrition (CONSEA) and is a member of the editorial board of the Brazilian Evaluation Journal.
- Lídia Cabral is a social scientist working on food politics, equity and justice, mainly in Brazil and the UK. She is a founding member of the Food Equity Centre. She has worked extensively on Brazil’s engagement in international development, especially through South-South cooperation in Africa, and Brazilian agrifood politics, particularly with reference to the Green Revolution and its legacies. She is currently involved in the T20 as Co-Chair for Taskforce 1 on Promoting Effective Policies to Fight Poverty and Hunger and the Role of Trilateral Cooperation.
Chair
- Alex Shankland is a social scientist working on health systems, indigenous and minority health, civil society, accountability, political representation and local governance, particularly in Brazil and Mozambique. Alex has worked extensively on the roles of Brazil and other rising powers in reshaping international development cooperation. He is currently the Rapporteur of the Expert Group for the Climate Action Task Force convened by the Brazilian G20 Presidency. He convenes the IDS Brazil Initiative.
